An Escort fee of either K900 000.00 or K800 000.00 depending on the route is charged. The escort charge covers the expenses for the customs officials who accompany the commercial transit traffic from port of entry to port of exit. |

Zambia reported that, under normal circumstances, Customs officers do not accompany commercial transit traffic. If motor vehicles such as trucks need to be escorted they use private escorts who charge them accordingly. These are purely private commercial arrangements between transporters and private escorters. However, if such goods in transit are deemed risky by Customs Officers, then Customs Officers would escort such trucks/vehicles. In such cases, the Zambian law requires that an escort fee be paid to Customs Officers by the transporter, and the fee is dependent on the distance to be covered |

Zambia is enforcing a requirement under the CONSTRUCTION AND USE REGULATIONS OF THE ROADS AND ROAD TRAFFIC ACT CAP 464, SECTION 17 (2) OF THE SUBSIDIARY LEGISLATION imposing a fee of K180, 000 on all trucks using the Zambian roads without mud flaps , unless the truck or trailer is made in such a way that it can capture the mud, water and flying stones coming out of the wheels of the truck. This requirement is not imposed by all other countries on the transit routes. There needs to be understanding amongst member states that they be flexible with enforcement on foreign vehicles and accept those that have valid roadworthiness certificates from their countries of registration. |

At the 3rd meeting the Tripartite NTBs Focal Points and NMC Chairs held in Dar -es-Salaam on 19-20 April 2012,Zambia clarified that the charge on trucks without mud flaps is applied on all vehicles, local and foreign and therefore not discriminatory. This is a legal requirement. It was resolved that this NTB be recorded under the schedule of ‘Resolved’ NTBs of policy and regulatory nature for further consideration |

DRC transit charges are too exhorbitant. For example, a truck delivering to Tenke, will have to pay $340 + 750 + 125 + 125 = $1340 for one return trip.That is, providing the truck doesn’t wait more than one day at the Zambian border.
There have been many complaints about it, but little seems to be done. There are ongoing efforts by the RFA and other stakeholders to get the toll fees as low as possible yielded some positive resulted in a once off reduction of the fees which still are too high. Each trip through Kasumbalesa to Lubumbashi costs a staggering US$ 125.There is need for transparency and fair toll fees at regional level. |

At the 3rd meeting the Tripartite NTBs Focal Points and NMC Chairs held in Dar -es-Salaam on 19-20 April 2012, Zimbabwe explained that charging carbon tax and insurance are standard procedures in the SADC region. There is no violation of SADC or COMESA regulations. A carbon tax is for the protection of the environment therefore this NTB should be considered resolved.
1. Botswana requested that Zimbabwe provides the available information on the specific fees and or charges specifying whether the charges are per trip or for the whole year.
2. It was agreed that this NTB should be considered resolved once Zimbabwe has provided the requested information. |

We are a South African Transport Company transporting goods into DRC. We are paying on weekly basis exorbitant road duties in Botswana, Zambia, and Zimbabwe & DRC if we offload loads from Johannesburg RSA to Mutanda DRC. Our cost on a tri-axle on road fee is 1060 Pula on return trip (Martinsdrif to Kazangula and back), insurance 50P for 3 months and then about 100 Pula on a yearly level also. Zambia insurance 300 000KW for year, then toll fee for 285USD on return trip Kazangula to DRC border and back, 200 000KW carbon tax, 70 000KW for extra toll fees on road. Zimbabwe insurance 170USD for year, the 100USD on toll fees, then coupons another 10USD and environmental cost depends on the load and weight up to 160USD & 90USD carbon 3 months. Going into the DRC, border customs parking 133USD, entry fee and costing 350USD, 300USD PEAGE, 4x 150USD for toll fees going to Mutanda and coming back.
None of the foreign trucks from DRC, Zambia, Zimbabwe, Botswana or Namibia pay this cost when entering South Africa. We drive on the roads to supply clients with goods, we provide a service, the same as for the foreign transporters, but they don't pay similarly high costs when entering South Africa. We need an explanation from the countries listed above as to why is this done. At the moment, we give to a driver for one load going to DRC from JHB, 2400USD, 2500 PULA & R5000 to cover these expenses and we cannot increase our rates easily, without risking losing our clients. What can be done about this situation? |

At the 11th meeting of the SADC Sub -Committee on Trade Facilitation held on 23 May 2013, South Africa focal point requested that the NTB be considered non actionable as they could not trace the complainant.

The South African National Roads Agency, SANRAL, is planning to introduce new toll fees on its upgraded Gauteng freeways (E-tolls). The proposed fees are in excess of fees agreed at regional level, viz:
In 2007, the SADC-recommended road user charge for South Africa, was US$2.92/100kms, for a heavy goods vehicle. In 2009, this was revised to US$3.46/100kms. These recommended figures were calculated from the road maintenance data submitted to SADC by South Africa in those years.
On its busiest freeway, the N3 from Durban to Gauteng, the 2012 toll fees charged by SANRAL amount to approximately US$13/100kms. This is far in excess of the fees recommended by SADC.
Now, SANRAL is proposing to charge around US$19/100kms for the use of the Gauteng freeways by a heavy goods vehicle.
It is considered that these fees are excessively high and will unnecessarily add to the cost of goods to the consumer in the East and Southern African region. |

Tanzania Truck Owners Association (TATOA) reported that Tanzania Trucks, after delivering a consignment they carried from Tanzania to Congo, are charged $100,000/= per truck if they want to carry another consignment on their way back to Dar es Salaam. The attached receipt is just evidence for one transaction but there are other transporters who have paid such charges while there are also other transporters whose vehicles have been detained until now. This fee is charged at KIPUS mine in the name of LOCAL INCOME TAX WHILE LOADING CARGO. Tanzania regards this as an NTB and she needs to know the reason for charging such a huge amount of money from transporters. DRC focal point is requested to treat this matter as urgent since a number of tracks are still detained at Kipus Mine in the D. R. Congo. |

The Zimbabwean Ministry of Transport and Infrastructure is levying a toll of US$30 per trip, for the crossing of the Victoria Falls bridge. Ref: SI 171 of 2012.
This toll is not justified because it was never discussed with those who are having to pay the toll and there is no reconciliation for the amount of the toll.
Furthermore, transporters pay road user charges, which are to cover the wear and tear caused to the roads and bridges. |

There is a charge only on foreign vehicles over 3500kg crossing the Tete bridge initially US$250 and then US$75 every time the vehicle crosses the bridge. The vehicle involved is a Crane truck used in construction sites in and around Tete.
The vehicle can travel all the way from Maputo and operate on the south side of the river without paying any fees but is charged the above very high fees once it goes to the north side of the bridge. |

On 10 February 2015, Mozambique focal point reported that the fees are regulated through the Decree No. 26/2010 available in the online system and that the USD75 fee is only applicable to cross the north bridge. According to the decree establishing the rates, foreign vehicles must pay a stipulated fee of 75 USD on the bridge. However, as indicated by complainant, the vehicle can use alternative route and travel all the way from Maputo and operate on the south side of the river without paying any fees. With this explanation, Mozambique considers the NTB resolved because there is alternative route for foreign vehicles. |
