Unreliable, different readings on the internal weighbridges in Tanzania, Kenya, Uganda, Rwanda and Burundi. Readings can differ as much as between 500-700kgs resulting in transporters paying unnecessary huge fines. Weighbridges are often verified, however, various factors which include technical faults of the instruments and unscrupulous conduct of the transporters sometimes result in false readings: This problem relates to transit goods in properly sealed containers that, under normal circumstances, cannot be opened before they get to destination. |

The Ministry of health in Zambia issued a notice under Food and Drugs Act Cap 303 of the Laws of Zambia for all importers of food products into Zambia and those transiting to other countries to obtain Health insuarance certificates. All transit trucks loaded with food stuff and beverarages must obtain this permit which is only issued in Lusaka and takes upto 10 days. This short notice has resulted in all the trucks carrying this kind of cargo getting stuck in Nakonde adding to more delays than what already being experienced at Nakonde . What is odd is that why should transit trucks have to obtain these permits ? Can something be done about this urgently to avoid huge pile ups of trucks at Nakonde please ? |

Zambia reported that there is no Health insurance certificates but health clearance certificate under cap 303 and this requirement has always been there except Nakonde border post previously was operating without following these requirements until recently when they are working towards normalizing its operations.
These certificates are only issued in Lusaka but efforts are being made to build capacity at provincial levels so that the system can be decentralized. This is in the plan for this year, 2011. |

On a number of occasions, Kenyan customs demands that products originating from Tanzania have to be unloaded for physical verification, which means destruction of the product packages. Tanzania Truck Owners Association (TATOA) reported that Tanzania Trucks, after delivering a consignment they carried from Tanzania to Congo, are charged $100,000/= per truck if they want to carry another consignment on their way back to Dar es Salaam. The attached receipt is just evidence for one transaction but there are other transporters who have paid such charges while there are also other transporters whose vehicles have been detained until now. This fee is charged at KIPUS mine in the name of LOCAL INCOME TAX WHILE LOADING CARGO. Tanzania regards this as an NTB and she needs to know the reason for charging such a huge amount of money from transporters. DRC focal point is requested to treat this matter as urgent since a number of tracks are still detained at Kipus Mine in the D. R. Congo. |

On 25 August 2016, Zambia Focal point reiterated the fact that all Levies collected by the Council are guided by Section 69 and 70 of the Local Government Act CAP 281 of the Laws of Zambia which specifies the Levies to be collected. Under this Act (CAP 281), no Council is mandated to collect motor vehicle fees. This is therefore a policy measure notified to stakeholders . The NTB is considered resolved because stakeholders have been made aware of the regulations . The same will also be contained in the NTMs database. |
