Description of the measure
5. (1) Application for the registration of any seed importer or any seed cleaner shall be made to the Certifying Authority in the prescribed form and shall be accompanied by the prescribed registration fee.
2) As soon as practicable after the receipt of such application the Certifying Authority shall-
(a) if he is satisfied that the applicant complies with the prescribed requirements, enter the name and address and principal business address of the applicant in the appropriate register as a registered seed importer, or registered seed cleaner, as the case may be.
(5) The refusal of an application under this section for the registration of a seed importer or seed cleaner shall not prevent the making under this section of a fresh application for the registration of the same person as such seed importer or seed cleaner at any subsequent time.
6. (1) Where an application is made under this Act for registration as a registered seed importer of registered seed cleaner, as the case may be, and the business sought to be registered is a partnership firm, the partners shall nominate one member of the firm, who shall, upon the application being granted by the Certifying Authority, be registered as registered seed importer or registered seed cleaner, as the case may be, in respect of the said partnership business.
8. (1) Upon the registration of any seed importer or any seed cleaner under this Act, the Certifying Authority shall issue a certificate of registration of a seed importer, or a certificate of registration of a seed cleaner, as the case may be, in the form prescribed, and shall furnish such certificate to the person registered under such registration, or his agent.
(2) The registered seed importer or registered seed cleaner, as the case may be,shall cause the said certificate to be displayed in a prominent place within his principal place of business in Zambia and shall keep the same so displayed during the continuance of such registration.

ARTICLE 36 (Prohibited products)
1. Products from poisonous fish species, in particular the families Tetraodontidae, Molidae, Diodontidae and Canthigasteridae, may not be placed on the market.
2. The competent authority may, on grounds, propose the prohibition of other species which may be considered to be harmful or poisonous.
a) Protect public health
b) Protect the domestic and export animal markets, animal products and others who may be affected directly or indirectly by animal diseases
c) Act as a framework to carry out epidemiological surveillance, eradication and control of major diseases which can impact the economy and public health

Import, processing and marketing of meat and viscera of animal that have waste hormones or antibiotics or any other substance that may endanger public health
The main objectives of this regulation are:
(A) Prevent the introduction and spread/dissemination of harmful organisms, especially articles of quarantine;
(B) Control pests throughout the country, in order to avoid its dissemination, and in this case to achieve its eradication;
(C) Ensure the inspection and certification of plant products for import and export.

Description of the measure
The entry into the country of soils as well as products subject to control with soil is prohibited, except for cases for investigation, and the material must be destroyed, under the supervision of the ANF, after the studies.

This organic law determines the modalities of protecting, conserving and promoting the environment in Rwanda:
This Organic law aims at:
1° conserving the environment, people and their habitats;
2° setting up fundamental principles related to protection of environment, any means that may degrade the environment with the intention of promoting the natural resources, to discourage any hazardous and destructive means;
3° promoting the social welfare of the population considering equal distribution of the existing wealth;
4°considering the durability of the resources with an emphasis especially on equal rights on present and future
generations;
5° guarantee to all Rwandans sustainable development which does not harm the environment and the social welfare of the population;
6° setting up strategies of protecting and reducing negative effects on the environment and replacing the degraded environment.

88. No person shall himself or by any other person on his behalf -
(a) sell, supply or distribute cosmetics that contain poisonous or harmful substances that might injure users under normal conditions;
(b) manufacture or hold cosmetics under in sanitary conditions, using non-permitted colours, or including any filthy, putrid or decomposed substance;
(c) sell, or stock or exhibit or offer for sale or distribute any cosmetic which has been imported or manufactured in contravention of any of the provisions of this Act

Description of the measure
11. - (I) Any person who:
(d) produces, possesses, sells, purchases, transports ,imports into Mainland Tanzania, exports,·use or does any act or omits to do anything in respect of prohibited plants which act or omission amounting to contravention of the provisions of this Act, commits an offence and upon conviction shall be liable to imprisonment for a term of not less than thirty years

11.(1) Milk obtained from a cow within 15 days before and 5 days after calving shall not be sold or delivered for human consumption.
(2) Milk shall be free from colouring matter, preservative or anything foreign to natural milk and shall contain not less than 3.25 per cent of milk fat and not less than 8 percent of solids other than fat.
12.(1) Milk obtained from a cow within 72 hours after the cow has been treated with an antibiotic for any purpose, shall not be sold or delivered for human consumption.
(2) Milk obtained from a cow which has been treated in any quarter of the udder with 500,000 or more units, or 500 or more milligrams of any antibiotic shall not be sold or delivered for human consumption within 120 hours of such treatment.
22. No person shall sell adulterated, misbranded or improperly graded or prepared milk, or milk products which do not conform to the applicable definition or definitions contained in these regulations.

23. Milk or Milk products shall be deemed to be adulterated within the meaning of these regulations if it falls below the standards fixed by, or otherwise does not conform to, the provisions of these regulations.
Misbranding of milk or milk products
24. Milk or milk products shall be deemed to be misbranded if there is attached to it when kept or offered for use for human consumption, or sold or offered for sale, a label or mark containing any untrue or misleading name, device, or statement, or it is not labeled or marked in accordance with the provisions of these regulations.

Description of the measure
27.-(1) Plant protection substances and plant resistance improvers shall be used only in accordance with good professional practice.
(2)The Minister shall issue or cause to be issued a Code of Conduct for the proper use of plant protection substance, plant resistance improvers and equipment, which shall include, but not limited to, the following-
(a) measures to minimise or discourage the use of plant protection substances, plant resistance improvers and equipment, and other measures which do not attach priority to biological, biotechnological, plant breeding, cultivation and cropping measures,
(b) discouraging or prohibiting the use of plant protection substances, plant resistance improvers and equipment in cases where it is expected that their use will have harmful effects on health of man, animals, ground water or the natural environment;
(c) compulsory requirements to the users of plant protection substances, plant resistance improvers and equipment to observes directions for use;
(d) requirements to any person who applies plant protection substance, plant resistance improvers and equipment within the framework of this Act or instructs or supervises persons who apply the plant protection substances, plant resistance improver and equipment, to have necessary degree of reliability and possess necessary specialist knowledge and skills and to ensure that, the use of plant protection substances and equipment does not result in any avoidable harmful effects on the health of man, animals and the natural environment;
(e) requirements to a person using plant protection substance or plant resistance improvers to furnish proof that he possesses such specialist knowledge and skills for use of the plant protection substance as he is required;
(f) Prohibition. of the marketing of the plant protection substances or plant resistance improvers in retails trade by means of vending machines or other forms of self service;
(g) prohibition of retail selling of plant protection substances, plant resistance improvers and equipment, wholly or in part, if certain facts justify the assumption that the trader or person selling plant protection substances and equipment for him does not possess specialist knowledge necessary for properly informing the purchaser about the use of the plant protection substances, plant resistance improvers and equipment and the risk involved;
(h) requirements to traders or persons selling the plant protection substances, plant resistance improvers and equipment on their behalf to furnish proof that they possess the necessary specialist knowledge;
(i) prohibition of all kinds of handling of plant protection substances, plant resistance improver and equipment by minors, people of unsound mind and people in any other proven state or condition, who when handling plant protection substances, plant resistance improver and equipment, may be predisposed to harmful effects;
(j) Provisions for punitive measures, including the cancellation of registration, to any person who contravenes the Code of Conduct
64 (2) Any timber or forest produce imported into the country in contravention of any order made under subsection (1) shall be forfeited to the Government.
