Complaint:	Zambia Revenue Authority delays clearing goods at Victoria Falls Border Post in Livingstone, it takes the whole day or two for travellers to be cleared. Only one officer is assigned to inspect the goods and there is arbitrary valuation of goods by the customs officer
Resolution status note:	Zambia reported that it only takes 20 minutes to clear passengers with no goods and upto 3hours for those with goods. There are two officers who inspect as the passenger traffic has reduced due to a number of them opting to use the Chirundu OSBP. For valuation of goods, they use an already existing database.

Complaint:	The Office dealing with export permits for seed in the Ministry of Agriculture in Zambia only opens at 11.00 hours. This causes delay in obtaining the export permits.
Resolution status note:	Zambia reported that the office opens from 08:00am to 5pm, but collection starts at 11:00am to allow for processing in the morning.

Complaint:	Issuance of Phytosanitary Certificates by Zambian Authorities on exports of molasses, from Zambia, is too slow.

Complaint:	The Zimbabwe tariff regime has a wide dispersion of import duty rates across the harmonised System. Zimbabwe Revenue Authority (ZIMRA) and importers are often engaged in disputes over which tariff code to classify certain commodities. Where two tariff codes appear similar, ZIMRA officials would want to maximize revenue and classify commodities according the high revenue earning tariff. At the same time, importers classify commodities according to the lowest tariff rates in order to minimize costs. These tariff classification disputes act as a non tariff barrier which can delay the clearing of goods. Valuation of goods is done by senior Customs (ZIMRA) Officers who are not always available thus causing further delays.
Resolution status note:	Zimbabwe reported that Clear tariff resolution structures are in place. These start from station level up to National level. Importers of goods may escalate the disputes to Fiscal courts and ZIMRA may also seek the assistance of WCO tariff rulings.

Complaint:	Mozambique is experiencing difficulties using the NTBs online reporting system because it does not have a portuguese version. It is not enough to translate the user guide because users need to intract with the system itself. The secretariat should urgently look into this issue to enable Portuguese speaking countries to utilise the system.

Complaint:	Zambia is now demanding a carbon tax of US$40 per trip instead of the previously charged US$40 per annum.
Resolution status note:	Zambia does not charge US$ 40 per trip but charges US$40 per every three (3) months and during that period payment is made only once regards less of how many trips are made until the three months expires.

Complaint:	The absence of a unified standards system in SADC results in traders having to seek two certificates, one at home and one in the importing country
Resolution status note:	Botswana reported that there are no Regional Standards in SADC; however SADC is in the process of harmonising the regional standards. Botswana recognizes standards / certificates of other SADC Member States.

Complaint:	Inconsistency of road traffic laws, and their application in SADC.
Resolution status note:	Botswana reported that ahe is in the process of harmonizing traffic laws with SADC traffic laws; however, there are some traffic laws that have been harmonized e.g. road signs etc.
