Complaint: Refusing to grant Preferential Tariff Treatment on Fridges and Freezers.The United Republic of Tanzania denied Preferential Tariff Treatment to Rwandan fridges and freezers manufactured by ALMAHA INDUSTRY CO. LTD, in Rwanda, despite the EAC Customs Management Act and Legal Notice No. EAC/287/2024 offers a 10% import duty remission under regional preferential tariff treatment. Thus, all EAC Partner States are obliged to allow preferential tariff treatment for these products

Complaint: RE: Importation of Day old Chicks  
Resolution status note: At the 3rd meeting the Tripartite NTBs Focal Points and NMC Chairs held in Dar -es-Salaam on 19-20 April 2012, Zimbabwe reported that banning of day old chicks was done to protect animals from diseases originating across the borders. This is therefore a NTM.

Complaint: Raw sugar can only be exported through a single channel  
Resolution status note: South Africa reported that all excess raw sugar is exported by SASA on behalf of producers simply to safeguard on logistical costs etc to minimize the distortive effects of the world market. The manner in which it is done in SA does not conform to what is normally referred to as single channel - the implications of single channel can be much broader.

Complaint: PVOC is currently a requirement for seed shipment into Uganda. This is causing considerable delays in seed shipment. In addition, the enforcement of PVOC requirements in Uganda is based on Uganda standards 821. There is however a disconnect between the Uganda standards and the parent seed regulations in terms of some of the conformity requirements such as label markings where the UG standards is asking for markings that are not in the Seed regulations.  
Resolution status note: This is a legal requirement where all commodities under mandatory standards go through PoVC inspection and the standard in question is a harmonized East African Standard and not an NTB. Hence the issue is operational and should be resolved in the system

Complaint: Prohibition of Sale of alcohol packed in 200ml containers and confiscation of products by CID and Local government Authorities.This is affecting only imported beverages.No Communication has been received on change of regulatory framework governing packaging of alcoholic drinks.  
Resolution status note: On 14 June 2022, EAC Secretariat reported that the SCTIFI meeting was informed that Uganda banned sachet-packed alcohol.
RSS informed the meeting that this was not an NTB but a health issue. The meeting therefore agreed that the NTB should be resolved in the TBP

Complaint: Processing of visa requirements for business travel and professional staff to enter Angola take long. (10 working days),are costly and rapidly fill the pages of one's passport.  
Resolution status note: During the NTBs national workshop held in Angola on 30 November 2011, Angola reported that Namibian citizens do not require VISA to Angola. VISAs are processed in a period between 2-10 days.

Complaint: Procedures for VAT (claim back) in Namibia are too complicated  
Resolution status note: At the 3rd meeting the Tripartite NTBs Focal Points and NMC Chairs held in Dar -es-Salaam on 19-20 April 2012, Namibia reported that customs only processess those refund applications accompanied by relevant documentation. The documents required are a completed NA66, a proof of export (SAD 500 that has been dully proceeded at the point of export) and the invoice that the goods have been obtained. This process was to verify that the goods are indeed obtained and exported. If any of these documents are outstanding customs has the right to refuse such payment.

The Ministry of Finance, Customs Division was in the process of reviewing customs procedures and once this exercise is finalized the revised procedures will be posted on the customs website and will be made available to the public. The meeting accepted Namibia’s submission to resolve this NTB

Complaint: Posting of sufficient personnel to Mutukula One Stop Border Post (OSBP). Tanzania has already deployed staff necessary to meet the 24/7 working hours. But Ugandan border officials does not work 24/7. Thus, business from Tanzania to Uganda is severely affected.  
Resolution status note: During the Sectoral Committee on Trade held on 31 October 2019, the Republic of Uganda reported that the Mutukula OSBP is now fully operational at 24/7 basis. The following number of staff from respective agencies were deployed:
Customs (URA) - 25
Immigration (MIA) - 11
Ministry of Agriculture Animal Industry and Fisheries - 3
All other relevant agencies (MAAIF) are present at the OSBP
Hence the NTB was resolved.

Resolution status note: At the 3rd Tripartite NTBs Focal Point point meeting Malawi registered that the issue be resolved considering the submission from Mozambique that the delays, were as a result of procedural matters between the clearing agents and their respective clients and not the Beira Port authorities per se.

Complaint: Police officers at the Kirumu check point are harrassing Truckers bringing goods to Tanzania through Sirari border post. The harrassment is associated with attempts to solicit for bribes. Truck owners claimthat although they usually have all the customs receipts pertaining to the merchandise they are carrying, police officers have continued to hassle them for no apparent reasons.  
Resolution status note: At the NMC meeting held in Nairobi on 29 August 2011, Kenya reported a necessary disciplinary action had been taken to address this problem.

Resolution status note: At the 12th Regional Forum on NTBs held from 14th – 17th, October 2013, at EAC Headquarters, Arusha, Tanzania, the EAC secretariat reported that a report of the verification mission was considered by the meeting of SCTIFI following which , letters were sent out to Partner States and revenue authorities informing them that plastic products are supposed to benefit from preferential treatment.

Complaint: Pilferage of goods and the opening of sealed containers at the South African side of the Beitbridge border post  
Resolution status note: At the 3rd meeting the Tripartite NTBs Focal Points and NMC Chairs held in Dar -es-Salaam on 19-20 April 2012,South Africa reported that they would consult SARS to provide an explanation of how the border process works and on measures put in place to prevent the incident re-occurring. Once this information was received from SARS, it wiould be uploaded to the online system. It was therefore agreed to have this NTB resolved as this could have been a once off incident.

Resolution status note: On 21st December 2015, Uganda Focal point reported that this NTB had been long resolved. Uganda received a letter from Swaziland indicating that the issuance of permits had been streamlined.
