plastic bags doubted as to the rule of origin despite the existence of rule of origin certificate  
Status note
At the 12th Regional Forum on NTBs held from 14th – 17th, October 2013, at EAC Headquarters, Arusha, Tanzania, the EAC secretariat reported that a report of the verification mission was considered by the meeting of SCTIFI following which , letters were sent out to Partner States and revenue authorities informing them that plastic products are supposed to benefit from preferential treatment.  
Progress update note
1. On 16th July 2013, Kenya Focal Point reported that the EAC Partner state imposing the restriction should refer to the Council decision in regard to the issue of plastics and allow the products access the market ,The Sectoral Council decision of 10th June 2013 states that plastics manufactured in East Africa meets the EAC rules of origin should be given preferential tariff treatment;and therefore any partner state imposing any restriction is contravention of the EAC council decisions and limiting intra-EAC trade

2. During the 7th EAC Regional Forum on NTBs held on 27th – 29th June 2012, Kampala, Uganda, EAC Secretariat reported that a verification mission was carried out between 11th and 22nd June 2012 in the region. The report of the verification mission will be considered by the next meeting of SCTIFI
