Complaint: Kenya complained that Egyptian authorities were demanding the galvanized steel coils should be engraved with the wording 'Made in Kenya as proof of origin'  
Resolution status note: Egypt reported that the issue had been resolved through diplomatic channels. the Egyptian authorities forwarded an official reply in this regard through diplomatic channels including that the technical standard on Egyptian imports of galvanized steel coils, as well as the COMESA rules of origin does not require codification of the indication of origin on the product.

Complaint: 3% of the horticulture produce purchases in Namibia need to be locally sourced before any imports are allowed (as from October 2004)  
Resolution status note: Namibia explained that this is a trade measure and not NTB. The resolution is that only 25% of all horticulture produce has to be sourced in Namibia; however, this figure is determined by the industry themselves.

Complaint: In Namibia the same information has to be provided and captured more than once in the import and export supply chain, e.g. Namport, Custom & Excise, MoF, MTI, NCCI, Carriers and Agents on imports of copper concentrate from DRC and RSA which becomes cumbersome.  
Resolution status note: Namibia reported that Copper is a controlled product that needs verification to determine the value for tax purposes and subsequent issuance of permit by he Ministry of Trade and Industry.

Complaint: There are long administrative procedures at the customs department with Tanzania Revenue Authority and other affiliated organizations. There are too many stages to go through before a container is released.  
Resolution status note: Tanzania reported that easing of Customs Procedures and Improvement in Customs Clearance; Documentation procedures have been decentralized as a result of use of online lodging of documents and extended working hours at the custom's department, among other improvements.

Complaint: Periodic port congestion in Tanzania makes logistical planning near impossible , which impact negatively on perishable exports.  
Resolution status note: Tanzania reported that by July 2010, the import container dwell time had been reduced to 10 days, ship waiting time from 13 days to 4 days and ship turnaround time from 19 days to 3 days. This improvement has been attributable to additional investment to increase handling capacity which involved reorganisation of the port area (additional capacity of 14,000 TEU's) and opening of new ICD (additional capacity of 10,000 TEU's). This is complimented by supportive tariff for ICD and punitive tariff for overstayed containers within the port. New customs procedures which include online submission of declarations and supporting documents, reduced percentage of physical verifications, partial submission of manifest all have contributed positively to reduce dwell time. Efforts are now geared towards implementing a single window port community system PCS TO FURTHER REDUCE CONTAINER DWELL TIME TO 5 DAYS.
Establishment of ICD was meant to create additional space of approximately 10,000 TEU's as pointed out earlier.
All transit containers were excluded in the process of being sent to ICD in order to reduce the inconvenience to the customers and also get rid of the double handling that would be created by sending the transit containers to ICD.
ICD are currently working as an extension of the port and hence monitoring of transit containers not sent to ICD will be easily monitored. Therefore this will not be subjected to any charges since all transit containers will be stationed at the port.

Complaint: Tanzania was charging a discriminatory US$100.00 for visa for all business people attending the Saba Saba Trade Fair in Dar es Salaam without notification.  
Resolution status note: Tanzania reported that there is no VISA between Tanzania and Zambia. US$ 100 is not VISA but rather a Temporary Assignment Pass for any gainful activity which is undertaken for less than 3 months which is being paid at the entry and exit points respectively. Notification is communicated during the preparations of the trade fairs.

Complaint: Dar es Salaam port arbitrarily transfers containers to Inland Container Deports without the knowledge of importers and charges importers between US$150-US$200 depending on the type of ICD the containers are sent to.  
Resolution status note: Tanzania reported that, currently the TPA is discouraging the Transit Cargo to be transferred to ICDs by keeping them at the port or by operating the system of Whole Ship Transfer to ICDs with no additional charges.

Complaint: Zambia has increased its carbon tax and is now charging US$40 per trip instead of US$40 per annum  
Resolution status note: Zambia reported that she does not charge US$ 40 per trip but charges US$40 per every three (3) months and during that period payment is made only once regards less of how many trips are made until the three months expires.

Complaint: The Ministry of health in Zambia issued a notice under Food and Drugs Act Cap 303 of the Laws of Zambia for all importers of food products into Zambia and those transiting to other countries to obtain Health insuarance certificates. All transit trucks loaded with food stuff and beverarages must obtain this permit which is only issued in Lusaka and takes upto 10 days. This short notice has resulted in all the trucks carrying this kind of cargo getting stuck in Nakonde adding to more delays than what already being experienced at Nakonde . What is odd is that why should transit trucks have to obtain these permits ? Can something be done about this urgently to avoid huge pile ups of trucks at Nakonde please ?  
Resolution status note: Zambia reported that there is no Health insurance certificates but health clearance certificate under cap 303 and this requirement has always been there except Nakonde border post previously was operating without following these requirements until recently when they are working towards normalizing its operations.
These certificates are only issued in Lusaka but efforts are being made to build capacity at provincial levels so that the system can be decentralized. This is in the plan for this year, 2011.

Complaint: Zimbabwe complained that the Malawian authorities require a Pre-Shipment Inspection on all goods.  
Resolution status note: Malawi reportd that Preshipment Inspection was phased out in 2007.
