Complaint: truck number UAQ 474t/UAD 291Q is being held at the LIRA mobile weigbride due to overload after it was weighed in Mbale and bares the weighbridge ticket with the right tonnage as requires to be carried by the truck.
the truck was weighed in mbale with a gross weight of 48 and when weighed in lira, it has a gross weight of 56 tonnes

the truck is loaded with world food program relief food destined for Sudan and this barrier is affecting the supply to the sudannese people who are in urgent need of food

Complaint: Kenya was restricting Cable Corporation (Uganda) Ltd from its tendering processes for the supply of electric cable products  
Resolution status note: Kenya confirmed that the tender contained a rider excluding participation by regional companies and that it was a once off event. Kenya acknowledged the mistake and undertook that it will not happen again therefore the NTB should be considered resolved.

Complaint: Tanzania still charges US$500 to Uganda trucks compared to US$152 charged on Rwanda trucks.  
Resolution status note: On 14 June 2022, EAC Secretariat reported that the experts' meeting met in March 2022 and gave recommendations to be considered by TCM.The Sectoral Committee on Trade was informed that the two Partner States had a bilateral meeting and agreed to charge Uganda tracks 10 USD charged per 100 Kilometers. Hence the NTB is resolved

Complaint: Tanzania imposes Business visa fees of US$100 charged contrary to provisions of the Common Market Protocol  
Resolution status note: During the Senior Officials' meeting held in October, 2017 Tanzania reported that she would follow up with the relevant Authorities on the NTB of charging Business VISA fee for drivers and report back to the Regional Forum in March, 2018. During the 25th EAC Regional Forum on NTBs held from 9- 12 May 2018 Uganda reported that the requirement had been lifted and therefore the issue has been resolved.

Complaint: Tanzania banned exportation of food items to Uganda hence affecting Intra Regional Trade and endangers food security in the region.  
Resolution status note: In the recent meeting on NTBs held in Kampala on 24th October, 2017, Tanzania reported that this was a food security issue in Tanzania and the meeting agreed that it has been resolved.

Complaint: Denial, Delays and Mis-handling of Uganda beverages especially soft drinks and Bella wines entering Burundi, Tanzania, Kenya and Rwanda markets. Customs Officials usually delay clearing of Uganda soft drinks and Bella wines manufactured in Uganda entering Burundi and Rwanda without any justification thus causing damages and losses.  
Resolution status note: During the 27th NTBs Forum held from26th April - 4th May 2019 Rwanda and Uganda reported that this problem has been resolved

Complaint: Kenya banned importation of sugar ,brown sugar and raw cane from Uganda  
Resolution status note: During the NMC meeting that took place in March 2021, the meeting was informed that two bilateral meetings were held with Kenya to discuss among others the NTB on the importation of brown sugar, The Trade Ministers from both sides met and Kenya agreed that the issue will be resolved. Kenya agreed to undertake a verification mission to Uganda. The Mission has not yet taken place but there has been a commendable improvement in the area, where sugar has been allowed into Kenya.
The issue on raw cane was RESOLVED

Complaint: Prohibition of Sale of alcohol packed in 200ml containers and confiscation of products by CID and Local government Authorities.This is affecting only imported beverages.No Communication has been received on change of regulatory framework governing packaging of alcoholic drinks.  
Resolution status note: On 14 June 2022, EAC Secretariat reported that the SCTIFI meeting was informed that Uganda banned sachet-packed alcohol.
RSS informed the meeting that this was not an NTB but a health issue. The meeting therefore agreed that the NTB should be resolved in the TBP

Complaint: SOUTH SUDAN IS IMPOSING COSTLY ROAD USER CHARGES/FEES. The government of South Sudan through the National Revenue Authority imposes high charges on Ugandan transporters for road use. In 2022, Exporters from Uganda to South Sudan were paying Six Thousand Pounds (6,000) but received receipts reading Five thousand pounds( 5000). This fee isn't in the law and is very costly.It is also impossible to explain to the truck/cargo owners the difference in money paid and money receipted

Currently 2023, Exporters from Uganda to South Sudan are paying Twenty eight Thousand Pounds (28,000) but the receipts they get after payment indicate Twenty One Thousand Pounds (21,000).

This is very unfair and increases the cost of doing business.
 
Resolution status note: The 34th RMC was informed that the road user charges for Uganda traders are 21,000 SSP. The 7,000 SSP extra payment is an administrative charge payable to the Ministry of Interior Traffic Directorate. The fee is charged on all transporters, not only Ugandan transporters.
The meeting was informed that Road user charges in RSS in 2022 was 5,000 SSP. In 2023 RSS is charging transporters RUC amounting 21,000 SSP.
The meeting agreed that RSS should stop charging the extra 7,000 SSP on top of the road user charges which are not issued a receipt.

The government of South Sudan through the National Revenue Authority imposes high charges on Ugandan transporters as payment for security for entering Southsudan
This is very unfair and increases the cost of doing business.
This fee isn't in the law and is very costly.

Complaint: IMPORT BANS AND DENIAL OF MARKET ACCESS BY KENYA.
On 6 Mar 2023,the government of Kenya through the Kenya Diary Board stopped the issuing of import permits for powdered milk as a means of cushioning the surplus production and low producer prices in Kenya.
By this, Kenya is breaching EAC customs union protocol and the customs union that makes us a common market as well.This is denying ugandan powdered milk access to the kenyan Market and will negatively impact trade relations between the two countries.
 
Resolution status note: The 42nd SCTIF noted that the NTB was resolved.
