Resolution status note:	Rwanda hs lifted the ban on exportation of raw hides and skins. However, the 5th EAC regional forum on NTBs held from 1-3 Septmber 2011 noted that the ban was appllied by all EAC countries with the aim to encourage value addition on raw hides towards export.

Resolution status note:	At the 16th EAC Forum on NTBs, Uganda undertook to study evidence provided by Rwanda and report back to the next meeting of the forum. UGANDA is adhering to EAC preferential treatment.

Complaint:	Botswana government is about to introduce the Tax Stamps on all imported products and that would affect the South African Wine Industry. The Tax Stamp imposition has been confirmed by the Botswana Minister of Finance and they have appointed the Service Provide that would conduct a Research.
Resolution status note:	The NTB BW NCP has provided the legal instruments gazetted by the BW Government on the matter.

Complaint:	It is reported by the Truckers Association of Zambia that the DRC Revenue Authority - General Directorate of Taxes, 3 weeks ago, introduced an import and export tax of about $85, and this has been reported at Kasumbalesa Border Post. The procedure and rationale in which this was introduced is unknown to Zambia, therefore, feedback is sought from our colleagues in DRC on this matter.
Resolution status note:	On 4 May 2026, the Zambia Focal Point reported that they had not received any feedback or official communication from the complaint. Additionally, no further complaints have been brought by Zambian nationals, so the matter can be regarded as resolved.

Complaint:	The Government of Kenya, through the Kenya Dairy Board (KDB), has not issued export permits for Ultra-High Temperature (UHT) milk destined for Kenya since November 2024. This action constitutes a violation of the East African Community (EAC) Common Market Protocol and the Non-Tariff Barrier (NTB) Act, which is designed to facilitate the free movement of goods within the region. The continued restriction has had severe consequences for Ugandan traders, leading to significant financial losses and, in many cases, the closure of their export businesses. This situation not only undermines regional trade commitments but also disrupts economic integration efforts within the EAC.
Resolution status note:	Kenya informed the 38th RMC that: 1. Transfers of milk from Uganda to Kenya is ongoing 2. 10 million litres of milk were transferred from Uganda to Kenya between January and March 2025 3. 70 million Kgs have been transferred from Uganda to Kenya in 2024, and 67 million Litres transferred in the same period. 4. Kenya has no quotas on milk, and over 100 importers have been registered to transfer milk from Uganda to Kenya 5. Issued permits for milk if not absorbed effectively, do not allow for extension as per the regulations. Kenya confirmed that the applications for the permits applied in November 2024 by Uganda were issued in March 2025 and provided evidence to Uganda for that matter. Hence, the NTB was resolved

Resolution status note:	During the workshop establishing NMC for Lesotho held on 09 August 2011 in Maseru, it was confirmed that information on SPS requirements is available from the Ministry of Agriculture and that arrangements are in place to upload this information onto the website of the TMinistry of Trade & Industry Cooperation & Marketing.

Complaint:	Time taken to test products varies between five days for meat and poultry to ten days for batteries. The time factor and discretionary use of these services at the borders has lead to delays in the distribution.
Resolution status note:	At the 3rd meeting the Tripartite NTBs Focal Points and NMC Chairs held in Dar -es-Salaam on 19-20 April 2012, Malawi reported that the delays could be attributed to the practice of some importers who do not obtain prior certification of products before importing. For importation of meat products, SPS certification has to be obtained from Ministry of Agriculture before importing to avoid delays at the border. The same applies to importation of batteries. Import permit must be obtained from ministry of Trade before importation. The meeting accepted Malawi’s submission to have this NTB resolved.

Complaint:	The Ministry of health in Zambia issued a notice under Food and Drugs Act Cap 303 of the Laws of Zambia for all importers of food products into Zambia and those transiting to other countries to obtain Health insuarance certificates. All transit trucks loaded with food stuff and beverarages must obtain this permit which is only issued in Lusaka and takes upto 10 days. This short notice has resulted in all the trucks carrying this kind of cargo getting stuck in Nakonde adding to more delays than what already being experienced at Nakonde . What is odd is that why should transit trucks have to obtain these permits ? Can something be done about this urgently to avoid huge pile ups of trucks at Nakonde please ?
Resolution status note:	Zambia reported that there is no Health insurance certificates but health clearance certificate under cap 303 and this requirement has always been there except Nakonde border post previously was operating without following these requirements until recently when they are working towards normalizing its operations. These certificates are only issued in Lusaka but efforts are being made to build capacity at provincial levels so that the system can be decentralized. This is in the plan for this year, 2011.
