Numerous institutions involved in testing goods in the EAC partner states.

Progress update note
1. The 16th NTBs forum held in Kigali in December 2014 reported the following progress made by Partner states in addressing this NTB since the Ministerial decisions in 2 below:
a) Partner States Regulatory Agencies are collaborating in clearance of goods.
b) There is mutual recognition of certificates issued by Partner States Testing bodies.
c) The EAC region is investing in construction of One-Stop-Centres and electronic single window systems at border stations. The following progress was reported with regards construction of OSBP in Partner States:
i) Kenya: OSBP construction at four border posts reached advanced levels as follows: (Busia 82%; Lungalunga 92%; Taveta 88%; and Namanga 98% complete.
ii) Rwanda: OSBP construction at Rusumo was complete and ready to be commissioned in January 2015; Karutumba 92% and Katuna ,100% complete.
iii) United republic of Tanzania: Kabanga/Kobiro 100% complete and Rusumo was completed and is expected to be commissioned in January 2015


2. The EAC Dedicated Ministerial Meeting on Non-Tariff Barriers (NTBs) held on 14th March, 2012 in Mombasa, Kenya noted that Regulations were adopted by the EAC Council and referred to SCLJA for legal input following which will come into force. The Ministers decided that:
(i) collaboration among the regulatory agencies be enhanced;
(ii) agencies operate under one stop centers as is currently being done between Kenya and Uganda;
(iii) agencies collaborate at the national borders with a view to fast tracking clearance of goods at border
entry points; and
(iv) Mutual recognition of certificates issued by agencies be implemented

2. Focal POint Burundi advises that 'if National NMC gets involved in each partner state and works with the national testing institution and customs authorities, it may improve the situation .With consistency in that work , we may be helping our subregion for a better integration.
