Description of the measure

(5) The exporting or importing authority shall keep a register where it enters the details of the rough diamonds it imported or exported during each month including the following details—
(a) the date of transaction;
(b) the name and address of all parties to the transaction;
(c) particulars of the Certificate;
(d) the nature and mass of the rough diamonds involved;
(e) the value of the diamonds in United States dollars.
