Good day. Terminal Operator at Ressano Garcia plans to enforce fees to all cargo vehicles for the utilization of Ressano Garcia with effect from the 16th February 2015. The fees as attached to this request are ridiculous as a truck weighing 28Tons with Imports to Mozambique is expected to pay no less than R3000 on each occasion they enter Mozambique via Ressano Garcia. The upgrades at the port were an investment to ease trade facilitation and I'm of the view that traders are not opposed to paying however the required amount is way high and unfortunately the end-user will end up carrying these costs the end of the day.

On 25 February 2015, Mozambique focal point confirmed that there has not been any fee set or fee charged for the use of the cargo Terminal of Ressano Garcia, since this matter is still under discussion internally. This NTB is therefore resolved  
Progress update note
1. On 24th March 2015, the complainant was contacted to confirm whether the fees had been effected on 16th February 2015 as per complaint. Feedback is still being awaited upon which necessary follow up will be undertaken.

2. On 25 February 2015, Mozambique focal point confirmed that there has not been any fee set or fee charged for the use of the cargo Terminal of Ressano Garcia, since this matter is still under discussion internally.

The focal point submitted following progress report.

The growth of trade and the diversification of economic operations determine the need for modernization of customs rules relating to the installation and operation of the International Terminal of Ressano Garcia and not only. The basic principles that must obey this activity have been established by the Government, through Decree No. 57/98, of November 11 and competent regulation Ministerial Diploma No. 11/2002 of 30 December.

According to the regulations, the International Terminal is a primary tax area under jurisdiction of customs whose physical operations of reception, storage, handling and delivery of goods which are the subject of international trade may be entrusted to an entity for the management. Although the exploitation of international goods terminals is incumbent upon the State, their management can be exerted through granting by a competent entity. Without prejudice to other specific obligations resulting from the law, the Terminal Operator shall organize the services appropriately to fulfil its functions in full by promoting and facilitating legitimate trade. Similarly it is the responsibility of the Terminal Operator, among others, to provide all clarifications that are judged necessary, on prior request.

Customs of Mozambique, through the competent authority, noted the NTB and encourages, as of now, the operators to submit any issues of concern to its offices.
